Could there be surpressed technology re fuel economy?

I’ve heard about this kind of thing for years. I’m starting to think there might be something to it.

A friend sent me the link to:

After watching that I randomly clicked on this:

Towards the end he was talking about an invention he had that raised the fuel economy of a car and diesels by 20% and how the gov put him out of business.
Then he did a JV with a company in the boat industry and mysteriously that deal fell through after he worked with them to prove the concept.

I was curious what this was so I came across this:
